About one cut sound every four to five seconds is the ceiling, and never two on adjacent cuts. Past that, the ear stops registering them as events and starts hearing them as texture, which means you have added noise for no effect. The test: play at half volume. If the sounds are still obviously audible as sounds, they are too loud or too frequent.
Every video with too many sound effects was made by someone who added them one at a time, and each one seemed fine.
Why it creeps
Sound effects are added in isolation. You are at a cut, you audition a whoosh, it sounds good at that cut, you keep it. Then you do it again at the next cut, where it also sounds good. Nothing in that process ever asks how many there are.
By the time you watch the whole thing back, your ear has been trained by the editing session and you cannot hear the density any more. This is the same reason mixes get louder over an evening.

The density rule
One cut sound every four to five seconds, maximum. Never two on adjacent cuts.
That number is not arbitrary. Below roughly four seconds of separation, repeated short transients stop being read as individual events and start being read as a pattern, and a pattern is background. You have not made the edit smoother, you have added a rhythm nobody asked for.
For a sixty second short, that ceiling is about twelve to fifteen sounds. Most over-sauced videos have forty.
What over-doing it actually costs
It is worth being specific, because "it sounds cheap" is not a reason anyone can act on.
The ear tunes out. After about fifteen seconds of regular transients, the sounds stop registering. Every one after that is doing nothing, including the ones you needed.
The important ones stop being important. If every cut has an impact, no cut lands. Emphasis is relative; when everything is emphasised nothing is.
It fights the voice. Short transients sit in the same frequency range as consonants. A dense bed of whooshes measurably reduces speech clarity, which is why over-sauced videos are the ones people watch with captions on.
It ages badly. Dense cut sound design is strongly associated with a specific era of short form. A video with three well-placed sounds still looks fine in two years.
How to tell if you have crossed the line
Three tests, in increasing order of usefulness.
Count them. Divide the video length in seconds by five. If you have more sounds than that number, you have too many. This takes ten seconds and catches most cases.
Play at half volume. Cut sounds should be felt more than heard. At half volume they should still be smoothing the edits without being identifiable as distinct events. If you can still clearly pick out "whoosh", they are too loud, too many, or both.
Watch it tomorrow. Your ear resets overnight. A video that sounded punchy at midnight and exhausting at nine in the morning was always exhausting.
Fixing an over-sauced timeline
Do not try to thin it out by ear, sound by sound. You will keep the ones you remember placing rather than the ones that work.
Remove all of them and start again with a rule: sounds go on the opening cut, on section breaks, and on the one reveal that matters. That is usually three to six sounds in a short, and it will sound more produced than forty did.

That asymmetry is deliberate, because the thing you actually want to undo is the bulk pass, not your own choices.

The one case for going dense
Comedy, and specifically comedic escalation. A sequence where the sounds get more frequent and more absurd is a joke about sound design, and jokes are allowed to break rules they are referencing.
That works because the density is the point and it resolves. It is not an argument for a dense bed under a normal video, which is just a dense bed.
The short version
Fewer, louder, further apart beats more, quieter, closer together. Every time.
